
European Liberals and Democrats welcome the adoption of the European Parliament’s motion for a resolution on the UN Climate Change Conference 2025 in Belém, Brazil (COP30). Today’s vote underlines Europe’s responsibility to turn ambition into delivery ahead of a critical COP that marks ten years since the Paris Agreement.
With the United States retreating from global commitments, Europe must demonstrate unwavering leadership on climate action in the run-up to, and at COP30. All pro-European forces must stand united to ensure Europe leads, not lags in the global race to net zero. We must not allow climate deniers to dictate our future. This is our last chance to save the Paris Agreement.

The resolution rightly recalls the latest science from the IPCC and the first Global Stocktake, which shows that limiting warming to 1.5°C requires rapid, deep and sustained emissions cuts and that 2035 NDCs will be decisive. It also stresses the need to operationalise climate finance commitments, including the New Collective Quantified Goal and the Loss and Damage Fund, and to accelerate the global transition away from fossil fuels while tripling renewables and doubling energy efficiency.
European Liberals and Democrats’ priorities, aligned with today’s resolution:
Raise global ambition. All countries – including major emitters such as China and the United States – must step up with economy-wide, absolute emission reduction targets across all sectors.
Lock in a credible EU pathway. Europe must adopt a 90% emissions reduction target by 2040 and agree on a strong 2035 NDC before COP30 to maintain credibility and leadership.
Ground ambition in science. Climate disinformation is one of the most serious threats to achieving our climate targets. We need stronger action against lies and propaganda.
Deliver the energy transition. Implement the COP28 pledge to triple renewables and double energy efficiency by 2030, phasing out wasteful fossil fuel subsidies and investing in grids and flexibility to lower household energy bills.
Better monitoring and follow up. We cannot afford to wait another five years to do the next global stocktake. We need frequent follow-ups so that we can change course if the data shows we need

Yet once again, the far right has chosen to side with fossil fuel interests and the Kremlin over Europe’s future. MEPs from the ECR, PfE and ESN groups have sought to sabotage the long-term interests of European citizens. Their amendments either aimed to undermine the resolution entirely or water down its message, echoing talking points straight from Moscow’s playbook.

By defending outdated fossil fuels and opposing energy independence, they make Europe weaker and more dependent on foreign fossil fuels which can create spikes in household energy bills.
