
Plenary Priorities 6-9 July 2026

Heatwave alert: cut emissions, build resilience ! Europe is the fastest warming continent, heating at twice the global average. Two recent heatwaves pushed temperatures up to 18°C above seasonal norms and the latest is estimated to have caused around 1,300 excess deaths. Many European homes, schools and workplaces were not built for these conditions.
Climate action is therefore about both preventing future warming and protecting Europeans from the impacts we are already experiencing.
Following a request by Renew Europe, the MEPs will debate on the increasing number of heatwaves affecting Europe as a result of climate change.
Our Group calls for action :
-Tackle the cause. We must cut emissions by delivering the European Green Deal.
-Adapt to the climate we already face. Europe must become more resilient to heatwaves by protecting public health and making our infrastructure fit for a warmer future.
-Climate smart homes: We need more affordable, energy-efficient homes that keep people cool in summer, warm in winter and lower energy bills.
-Greener cities: More trees, shaded public spaces, better insulated buildings, cool roofs and climate resilient schools must become essential infrastructure for a warmer Europe.

Irish presidency, a Renew presidency for a stronger Europe - For the next half a year, a Renew Europe Prime Minister will steer Europe. Ireland's Presidency comes at a defining moment for Europe. Faced with growing geopolitical instability, economic competition and the climate transition, the EU must deliver practical results for its citizens and entrepreneurs. We will work closely with the Irish Government to deliver a better future for Europeans.
We will make sure the Irish Presidency delivers. On strengthening Europe's competitiveness. On lowering energy costs. On deepening the Single Market. On completing the Savings and Investments Union. And on reinforcing European security and supporting Ukraine.
Our priorities:
A more competitive Europe: We are working hard to unleash Europe’s potential and unlock existing hurdles to innovation, investment and cross-border business in our Union.
A stronger and more secure Europe: We are also doing our outmost to ensure that the EU reinforces Europe's defence capabilities, continues unwavering support for Ukraine and reduces strategic dependencies.

Protect children from online sexual abuse - Renew Europe calls Member States to continue negotiations immediately, with a clear mandate to find a permanent solution. Renew Europe’s priority is to conclude a robust, long-term EU framework to combat child sexual abuse online while fully respecting fundamental rights. A new derogation would strongly risk delaying the main file negotiations. Liberals and Democrats are clear: reopening discussions on the interim derogation next week at this stage could delay progress on the comprehensive legislation that victims, law enforcement and online platforms all need. The path towards a harmonised legal framework for preventing and combating the sexual exploitation of children in the digital world is open and we urge for a permanent solution.

28th regime: a new EU law to help startups grow across Europe - The EU is meant to be a single market, but right now, each country has its own rules for starting a business, writing contracts or taxing companies. This makes things complicated and expensive for small, innovative companies that want to expand. To fix this, the EU is considering a new type of company form that would be recognised everywhere in Europe with common rules and fewer legal hurdles. This would make it easier for businesses to grow and hire the best talent.
Renew Europe supports this idea. We believe this new EU-wide company model should include simple tax rules to make life easier for entrepreneurs and strong tax incentives to attract top professionals.

Enlargement is an investment - Enlargement is one of the EU's strongest geopolitical tools. A stronger, larger Union will be better equipped to promote stability, strengthen European security and defend our shared values.
Renew Europe remains firmly committed to the European future of Ukraine and Moldova, discussed in plenary next week. Their accession is a strategic investment in Europe's peace, security and prosperity.
Enlargement must remain merit-based, with reforms on democracy, the rule of law and fundamental rights at its core.

Strenghtening air passengers’ rights - As summer holidays approach, we know that Europe's air passenger rights must work for travellers, not against them. After more than thirteen years of negotiations, Renew Europe has secured stronger, clearer and more enforceable protections for millions of passengers across Europe.
The new rules preserve compensation for long delays, strengthen assistance during disruptions, improve protection for families and persons with reduced mobility, increase transparency on baggage charges and ticket prices, and make it easier for passengers to enforce their rights.
The revised legislation modernises EU passenger rights for the first time in over two decades, providing greater legal certainty for travellers while maintaining a fair balance for airlines.
